Everywhere you look today you’ll find profits prophets of doom bemoaning the quality of our public school system.

 

We’ve got too many failing schools, they say. The only thing to do is to invest in private and privatized institutions vouchers, charters, ANYTHING but public.

 

But as education professors Christopher and Sarah Lubienski wrote in their landmark book “The Public School Advantage: Why Public Schools Outperform Private Schoolsthere’s little evidence behind the hype. Public schools are far from perfect, but even given their deficiencies, they have benefits that far outweigh those of privatized schools. Indeed, market-based educational reform, wrote the Lubienskis, is “increasingly a belief system rather than a policy theory.”

 

Privatized schools are sometimes great at boosting standardized test scores, but when it comes to authentic indicators of student learning, they often fall well behind their traditional public school counterparts.

 

And when you stop to consider things like finances, accountability, self-governance, social justice and life-long learning, then public schools prove themselves to be a much better choice than any privatized system.

 

Clearly we’re speaking in generalities here. Every school – public or privatized – is different. But there is enough commonality to identify certain trends between each type of school to make general conclusions about each category. In short, despite any media or political propaganda to the contrary, public schools come out on top.

 

Here are the top 10 reasons public schools are the best choice for children, families and communities

 

1) Public Schools Attract the Best Teachers

 

When choosing a school for your children, you want them to have the best teachers possible. You want life-long, committed educators – people who entered the profession as a calling, who dedicate their lives to young people.

 

This is not the case at many charter or private schools. Their teachers often don’t have the same high level of education, experience, or commitment. In many states, they aren’t required to earn a 4-year degree from an accredited college, they routinely have less experience and higher turnover.

 

Compare that with public schools. With rare exceptions, teachers must have at least one bachelors degree in a specialized education field, and many have masters degrees or more. In addition, teacher turnover is much lower. This is partly because public school teachers usually earn a higher salary than those at privatized schools. (It’s still not comparable with professionals in other fields with similar levels of education, but it’s better than they get at privatized schools.) In addition they have higher job satisfaction because of increased union membership, which enables greater stability and helps create a safer workplace for teachers and their students.

 

Think about it. If you were one of the best teachers in the country, wouldn’t you want to work where you get the highest salary and benefits? Of course!

 

2) Public Schools Have a Greater Sense of Community

 

Most public schools have been around for a long time. They are the heart of the communities they serve. They do so much more than just teach children. They host continuing education courses for adults, extracurricular activities, sporting events, academic clubs, public swimming pools, open libraries, and invite the community for local events, concerts, seminars, etc.

 

This is rarely the case at privatized schools. Charters and private institutions are often fledgling startups. They’re located in rented office spaces, renovated store fronts and other locations chosen more for their cost benefits to investors and not for their efficacy as places of education or community outreach.

 

Public schools have histories that go back generations. Everyone in the community knows the teachers who work there. Parents often send their kids to the same educators who taught them when they were young. Sometimes this goes back to grandparents and even great grandparents. Older brothers can advise younger sisters what it was like to have this teacher or that principal. The kinds of relationships you get at public school just aren’t there at institutions that model themselves on big box stores like WalMart and Target.

 

3) Public Schools Increase Educational Choice

 

Privatizers often talk about charters and voucher schools as if they are the only places that offer parents and students choice. It’s simply untrue. Many public school districts offer a tremendous amount of alternatives for students living in their neighborhoods. Larger urban districts often have magnet or theme schools. But even beyond that, most schools offer a wide variety of classes and curriculum. Students can take foreign languages, vo-tech, arts and humanities, independent studies, and advanced placement or college credit courses. Students can take advantage of a plethora of services designed to personalize their academic experience to meet their individual needs with special and gifted education, even choosing which teachers are the best fit for their learning styles.

Obviously, these options increase with the degree of wealth in a community, but they prove that increasing choice doesn’t have to mean privatization. It means equitable funding.

 

 

4) Public Schools Have Greater Diversity

 

Students learn a lot more than reading, writing and arithmetic in school. They also learn how to deal with different kinds of people – they learn to share this world with other humans from various racial, ethnic, religious, and sexual backgrounds. The more diverse an environment they grow up in, the more well-adjusted they will be for the adult world, and the less racist, sexist and prejudiced they’ll probably become.

 

Public schools are often a sea of diversity. They are the best place to meet the entire spectrum of humanity. On the other hand, charter and voucher schools are routinely segregated and homogenous. Sometimes privatized schools make efforts to fight against this, but you can’t make much headway when your entire system is based on sorting out the underprivileged in favor of white, affluent children whose parents can afford tuition (private schools) or poor black but high achieving children (charter schools).

 

5) Public Schools Are More Fiscally Responsible

 

Public schools spend their money more wisely than privatized schools. They have to! Their records are an open book. All the spending decisions happen in public view. And the law requires that all expenses must relate to educating children.

 

Privatized schools rarely do this, and if they do, it’s by choice not necessity. They could close their books any day, make whatever decisions they like behind closed doors and layout bundles of cash for their CEOs or investors. Privatized schools are for-profit. Even when they aren’t explicitly labeled as such, they usually operate in the same way – cut student services to increase the bottom line. Their explicit goal is to make money off your child – not simply earn a middle class income like public schools. No, they want to get rich off of your dime.

 

Privatizers buy mansions and yachts with your money. Public school teachers pay off their mortgages. And in the rare instances where public school employees break the law and try to embezzle funds, they are much more likely to be caught because the books are right there for all to see.

 

6) Public Schools Are More Reliable

 

When you send your child to most privatized schools, you never really know if it’s going to be there tomorrow. Charter schools often close without a moments notice. Private schools declare bankruptcy.

 

If there’s one thing you can be reasonably sure of, it’s that your neighborhood public school will still be there. It’s been there for decades, sometimes hundreds of years. Charter and voucher schools are often fly-by-night affairs. Public schools are solid bedrock. If public schools close, it’s only after considerable public comment and a protracted political process. No one ever shows up to find the local public school chained shut. Not the same at charters or private schools.

 

 

7) Public Schools Have Greater Commitment to Students

 

Charter and vouchers schools don’t have to accept your child. Public schools do.

 

When you enroll in a privatized school, the choice is all up to administrators. Is your child a safe bet? Can they let your little one in without breaking the bank? Will he or she make the school look good with better test scores? Will he or she be easy to educate?

 

Public schools, on the other hand, have a commitment to educating every child who lives in the district. They even take homeless children. Only under the most extreme circumstances would they expel a young person. No matter who your offspring is, no matter how good or bad a student, public school operators have faith they can help the youngster succeed.

 

8) You Have Ownership of Public Schools

 

With privatized schools, you’re paying for a business to provide services. Public schools belong to you. In fact, you’re the boss.

 

Public schools are run by your friends, neighbors and co-workers. Privatized schools are most often run by appointed boards of directors who are not beholden to you but to the investors. As education blogger Peter Greene puts it, “The charter is a business, run by people who don’t ever have to let you into their board room.”

 

In addition, many public schools go beyond even this level of parental involvement. They more often have PTAs or PTOs. They have advisory councils where elected parents, teachers and community members can work together to advise the school board on important maters like hiring superintendents. If parents and the community want a voice, the public school system is overflowing with options. Ironically, the community rarely has any say over privatized schools and parents can only vote with their feet.

 

9) Public Schools Provide More Amenities

 

Public schools routinely offer so much more than privatized schools. At many charter and voucher schools, parents are required to buy supplies for the whole institution. Public schools accept donations and sometimes teachers ask for help, but if parents can’t (or won’t) send in pencils or tissues, the school provides it gratis. And even when the district is cheap in this regard, teachers often make up the difference from their own pockets. It’s not right that they have to do so, but they constantly step up for your children.

Moreover, public schools offer a much expanded range of services for your children than privatized schools. Special education and gifted programs are first rate at public schools while often intermittent or nonexistent at privatized schools. And the requirements put on parents at public schools are much lower – less restrictive dress codes, fewer demands on parents’ time and they take a greater responsibility for your children.

Heck, private schools rarely even pay for transportation. Public schools offer a free ride via the school bus from home and back again.

 

10) Public Schools Match or Outperform Privatized Schools

 

When it comes to academic performance, comparisons all come down to what data you think is indicative of student learning and which factors you exclude. You can find plenty of studies funded by privatizers that unsurprisingly conclude their backers business model is the best. However, when you look at peer reviewed and nonpartisan studies, the story changes.

The Lubienskis, in particular, paint an extremely compelling picture of public school superiority based on numerous complex statistical models including hierarchical linear modeling and multivariate regression. In short, the authors conclude that after accounting for the demographic differences among various school sector populations, traditional public school students outperform those at private schools over time. Students typically enter public schools with much greater degrees of poverty than those entering private schools. As such, public school students start with greater academic deficiencies. Even so, public schools are able to make up for these deficiencies over time more easily than privatized schools. And by fourth grade, public school students actually have greater academic success than their demographically similar peers at private or charter schools. The Lubienskis call it “The Public School Effect.”

 

With all these benefits, you’d think we’d be cheering on our public school system, not denigrating it. However, the failing schools narrative sells a lot of people on privatized alternatives. But it’s not fact. It’s marketing.

 

It’s time someone explicitly outlined the benefits of our public schools. We could be doing a lot more to help make them even better. But the first step is recognizing what an asset these schools already are.

 

Public schools, they’re what happens when we value children over profit.

Study: Closing Schools Doesn’t Increase Test Scores

You might be tempted to file this under ‘No Shit, Sherlock.’

But a new study found that closing schools where students achieve low test scores doesn’t end up helping them learn. Moreover, such closures disproportionately affect students of color.

What’s surprising, however, is who conducted the study – corporate education reform cheerleaders, the Center for Research on EDucation Outcomes (CREDO).

Like their 2013 study that found little evidence charter schools outperform traditional public schools, this year’s research found little evidence for another key plank in the school privatization platform.

These are the same folks who have suggested for at least a decade that THE solution to low test scores was to simply close struggling public schools, replace them with charter schools and voilà.

But now their own research says “no voilà.” Not to the charter part. Not to the school closing part. Not to any single part of their own backward agenda.

Stanford-based CREDO is funded by the Hoover Institution, the Walton Foundation and testing giant Pearson, among others. They have close ties to the KIPP charter school network and privatization propaganda organizations like the Center for Education Reform.

If THEY can’t find evidence to support these policies, no one can!

After funding one of the largest studies of school closures ever conducted, looking at data from 26 states from 2003 to 2013, they could find zero support that closing struggling schools increases student test scores.

The best they could do was find no evidence that it hurt.

But this is because they defined student achievement solely by raw standardized scores. No other measure – not student grades, not graduation rates, attendance, support networks, community involvement, not even improvement on those same assessments – nothing else was even considered.

Perhaps this is due to the plethora of studies showing that school closures negatively impact students in these ways. Closing schools crushes the entire community economically and socially. It affects students well beyond academic achievement.

The CREDO study did, however, find that where displaced students enrolled after their original school was closed made a difference.

If Sally moves to School B after School A is closed, her success is significantly affected by the quality of her new educational institution. Students who moved to schools that suffered from the same structural deficiencies and chronic underfunding as did their original alma mater, did not improve. But students who moved to schools that were overflowing with resources, smaller class sizes, etc. did better. However, the latter rarely happened. Displaced students almost always ended up at schools that were just about as neglected as their original institution.

Even in the fleeting instances where students traded up, researchers noted that the difference between School A and B had to be massive for students to experience positive results.

Does that mean school closures can be a constructive  reform strategy?

No. It only supports the obvious fact that increasing resources and providing equitable funding can help improve student achievement. It doesn’t justify killing struggling schools. It justifies saving them.

Another finding of the CREDO study was the racial component of school closings.

Schools with higher populations of blacks and Hispanics were more likely to be shuttered than institutions serving mostly white students. In addition, schools with higher poverty populations were also more likely to be closed than those serving middle class or rich children.

Yet you really don’t need an academic study to know that. All you have to do is read the news. Read about the closings in Chicago, New Orleans, Detroit – really any major metropolitan area.

The fact that CREDO admits it, only adds credence to arguments by critics like myself.

It is no accident that poor black schools get closed more than rich white ones. Poor students of color are targeted for this exact treatment.

Corporate education reform is not just bad policy; it is racist and classist as well.

Greg Richmond, President of the National Association of Charter School Authorizers, was shocked by these findings.

“We are especially troubled by the report’s observation of different school closure patterns based on race, ethnicity, and poverty,” he said in a statement. “These differences were present among both charter schools and traditional public schools and serve as a wake-up call to examine our practices to ensure all schools and students are being treated equitably.”

But his industry benefits from these practices. Just as CREDO’s backers do.

Never has our country been less prepared to deal with the real problems besieging it. But if the time ever comes when sanity returns, we cannot simply go back to familiar habits.

School closures and charter school proliferation are bad no matter who proposes it – Republicans or Democrats.

Regardless of who sits in the Oval Office, regardless of who represents us in federal, state and local government, we have to make sure they do the right things for our children.

That means learning from our mistakes. Beyond partisanship. Beyond economics.

It’s the only way to build a better world.

CREDO’s study just adds fuel to the fire surrounding the regressive education policies of the last decade.

If we’re ever in the position to hold a match, will we have the courage to strike it?

We Are All Chicago Schools – More Layoffs, Less Help for Other People’s Kids

“Fuck those kids.”

 

 

Mayor Rahm Emanuel couldn’t have been clearer if he’d said the above.

 

 

Chicago Schools Chief Executive Forrest Claypool couldn’t have made his priorities clearer if he’d given Chicago’s parents the bird and told them to “Kiss my ass.”

 

 

The Chicago Board of Education – made up of members all of whom are appointed by the mayor – decided to layoff 1,000 teachers and staff at the city’s public schools just a month before opening day. Sure, some may keep their jobs through reassignment, but hundreds will be unemployed.

 

 

This after a recent history of closing more than 80 schools and slashing thousands of jobs. Just last February, the district laid off 62 employees, including 17 teachers. In January, it laid off 227 staff members.

 

 

This begs several questions: How many teachers and support staff can Chicago Public Schools afford to lose? What exactly is this doing to its students? How is it affecting their future prospects to be taught by a skeleton crew?

 

 

The city’s leaders don’t give a shit.

 

 

And why should they? These aren’t their kids!

 

Emanuel’s children attend University of Chicago’s Laboratory Schools, a private institution. Claypool’s kids go to Francis W. Parker, a private school in Lincoln Park. Even Gov. Bruce Rauner’s six kids don’t go to public school. They’re all grown.

 

So this doesn’t affect them. Nor does it affect any charter school kids. Not a single one of these 1,000 cuts will occur at a city charter school.

 

It’s just the traditional public schools, those schools where approximately 85% of students are Latino or African-American. Just those schools where 87% of the children come from low-income homes. Just those schools where 12% of kids are reported to have limited English proficiency.

 

Yeah. Fuck those kids.

 

And the worst part is that it’s not necessary. Chicago doesn’t have to continue to abandon its neediest children.

 

When you’re in a family, you make sacrifices for your kids. If funds are tight, you make cuts elsewhere or maybe you even take another job. Anything to make sure you’re providing your children with the best.

 

But Chicago’s leaders aren’t interested in doing any of that for these kids because they just don’t care.

 

Otherwise they could find the money. The teachers union suggests declaring a TIF surplus and reinstating a corporate head tax. The city isn’t exactly a wasteland. Wealthy developers are looking to build yet Emanuel has no intention of inconveniencing them by making them pay a fair share of taxes. Instead, the full burden falls on the city’s working families. And he calls himself a Democrat!

 

There’s always enough money for projects leaders care about. For instance, there was no problem finding $250,000 to pay a law firm where Claypool and his handpicked general counsel, Ron Marmer, both formerly worked. Marmer still has financial ties to the firm! So cut a check to Jenner & Block LLP? YES! Ensure kids have all the teachers they need? HECK NO!

 

Strangely there’s $27 million hiding in the seat cushions to open a new charter school for the University of Chicago. The Woodlawn Campus of the University of Chicago Charter School will be part of the development around the newly-planned Obama Library. It’s a fitting symbol of the President’s legacy – a brand new privatized educational facility while a few blocks away traditional public schools molder in ruin.

 

Meanwhile, Gov. Rauner holds the state education budget hostage. Illinois lawmakers could only agree on a 6-month state budget in June. Republicans expressed concern about the state being responsible for bailing out Chicago Schools. It’s not our problem, they seem to think. Well of course not. These aren’t your kids.

 

It’s the same swindle we see throughout the country. Refuse to pay for public schools – especially the schools serving poor brown kids, and then shrug. “Look at the impasse,” they shout, hoping voters are too stupid to realize it’s an impasse created by these lawmakers, themselves! It’s a textbook disaster capitalism move, approved by the American Legislative Exchange Council (ALEC) and other conservative think tanks. But Rauner can at least be forgiven for being a proud Republican. This is, after all, the behavior progressives expect from GOP lawmakers.

 

What about Democrats like Emanuel? This isn’t the way progressives are supposed to act. They aren’t supposed to favor privatization over public schools. They aren’t supposed to fawn on big business and promise tax cuts, tax shelters, and every other kind of tax avoidance.

 

Some might say it’s just Emanuel. After all, for a Democrat he sure pals around with a lot of conservatives. He and Rauner are best buddies. When Emanuel earned his fortune, he was an investment banker, and one of his best clients was Rauner. They go out to dinner and even spend vacations together. Sure they occasionally criticize each other in public, but behind closed doors the ideological differences just melt away.

 

What about the rest of the Democrats? Surely they don’t agree with Emanuel’s tactics. They made sure to keep him away from the Democratic National Convention – out of sight, out of mind.

 

But if the party is really so opposed to these policies, where is the condemnation from party leaders?

 

I haven’t heard a peep from the Democratic nominee for President, Hillary Clinton, about these layoffs. Have you? She’s the de facto leader of the party and she’s got nothing to say about this. What does that tell you about her priorities?

 

Sure she’s cozied up to the two biggest national teachers unions who liked her so much they didn’t even need to consult the rank and file before endorsing her in the primary. Ronald Reagan had the support of the Professional Air Traffic Controllers Organization (PATCO) right up until he declared their strike illegal and demanded they return to work. Will Clinton, too, turn against union teachers once she’s used them for their vote in November?

 

But you know what? Forget Hillary. Where’s Bill? Where’s Tim Kaine? Where’s Barack and Michelle Obama? Where’s Joe Biden? Where’s Al Franken? Where’s Cory Booker?

 

We have to get beyond labels like Republicans and Democrats, liberals and conservatives. Almost all of them are neoliberals. They all believe essentially the same things.

 

And as proof I offer the deafening silence offered against Emanuel in Chicago.

 

He’s hurting school children.

 

But no one in power gives a fuck.

Why Aren’t Public Schools Too Big To Fail?

There’s a new fad sweeping the nation.

It’s called “Educational Accountability.” Here’s how it works.

If your neighborhood school can’t afford to pay its bills, just close it.

That’s right. Don’t help. Don’t look for ways to save money. Don’t look for new revenue. Just lock the doors.

It’s fun! And everyone in the federal and state government is doing it!
It’s the saggy pants of United States education policy. It’s the virtual pet of pedagogical economics. It’s the cinnamon challenge of learning-centered legislating.

Sorry, poor urban folks. We’re closing your kids’ school. What? Your little tots are entitled to an education!? Fine! Take them to some fly-by-night charter or else they can get stuffed into a larger class at a traditional school miles away. It’s really none of my business.

Meanwhile, as government functionaries pat themselves on the back and give high fives all around, academic outcomes for these children are plummeting.

Moving to another school rarely helps kids learn. They lose all their support systems, social networks, community identity, and self esteem while spreading resources even thinner at their new location often putting it on the chopping block for the next round of closings. Or worse they’re subject to the unregulated whims of a for-profit company devoted to cutting student services in the name of increasing shareholders profits until some charter CEO shutters the building, himself, and sneaks away like a thief in the night.

But what else can we do? If a school can’t pay its bills, it’s got to go. Right?

Wrong.

Is it really so surprising that poor schools can’t pay their bills? We force them to make ends meet by relying heavily on taxes from local residents – most of whom are dead broke!

How is someone who can’t feed himself going to support a robust school system? How is someone working three minimum wage jobs going to have enough left over at the end of the week to fund a broad liberal arts education? How is someone with the wrong skin color who can’t get a home loan or a well-paying job going to provide the capitol necessary for a 21st century learning experience?

But whatever. Close the poor schools and blame it on the poor.

Tee-Hee!

Chicago, Detroit, Philadelphia, Puerto Rico – You have to admit, there’s a kind of glee about the whole prospect. It’s one of the few things that both Democrats and Republicans agree on.

In fact, they love it so much they’ve found all kinds of excuses for shuttering schools that aren’t even so obviously based on their budgets.

Look at how we evaluate schools effectiveness.

Does your school serve a mostly poor, undernourished, minority population who start kindergarten already years behind grade level? Those kids need help. They need extra assistance, tutoring, counseling, health screenings, and a whole host of wraparound services. But instead of providing any of that, we demand one factor – the school – provide everything without providing them any resources.

That’s like judging a soup kitchen by weighing its customers before you give them any soup!

My God, Man! This poor fellow is malnourished!

Yes, he came in that way.

What are you putting in that soup!?

It doesn’t matter. He hasn’t had any yet. Besides. He needs more than just soup.

Enough of your excuses! I’m closing you down!

Moreover, we use the worst possible measurements of student achievement – standardized test scores – to tell if our schools are doing a good job. Never mind that these sorts of assessments repeatedly have been shown to demonstrate parental income more than academic achievement. And surprise! Surprise! They show our poor kids have poor scores!

And just in case a few kids somehow manage to overcome the odds, we sabotage the learning they might otherwise get from their schools with top down policies like Common Core State Standards.

How does this cripple educational outcomes? By hobbling the one group most in a position to actually make a difference – teachers.

Instructional autonomy? Bye! Bye! After all, who wants to hear from the people on the ground who can empirically judge the situation, determine what needs to be done and how best to do it? Instead, we give the power to think tanks and the testing industry to decide what is taught, when and how.

Common Core has never been proven to help kids learn. In fact, most teachers despise it, saying the standards are developmentally inappropriate, ill-conceived and unwieldy. Even under the best of circumstances, why would you take someone who barely has the resources to get by and then make things MORE difficult? That’s like taking an 80-pound starving child and forcing him to lift a 200 pound barbell over his head in order to qualify for his dinner.

Put your back into it, youngster!

I’m trying, Sir, but I’m so hungry.

Just use your grit!

Grits! Yes, please. I’m famished.

So what do we do? We close their schools! That’ll show ‘em!

And somehow we call this accountability.

Would you solve a measles outbreak by closing the hospital? Would you solve a burning building by closing the fire department? Would you solve an asteroid hurtling toward Earth by closing NASA!?

NO! OF COURSE YOU WOULDN’T!

In fact, when the wealthy are at a disadvantage, we do just the opposite.
Take the banking industry.

When Wall Street crashed the economy with risky speculation and absurdly short-sighted practices, did we close the banks?

No way! We bailed them out.

Why? They were too big to fail.

If we had let them spiral into insolvency – which everyone agrees they deserved to do – it would have had too large an impact on the country. Middle class folks would have lost their savings. Retirees would have lost their pensions. Businesses throughout the nation would have closed. The economy would have come to a grinding halt.

So the federal government saved the banks.

Now clearly there should have been strings attached to this bail out. Those responsible for the crash should have been prosecuted and forced out. At very least, the banks should have had to make concessions such as more regulation and stopping the risky practices that crashed the economy in the first place. (SPOILER ALERT: That didn’t happen.)

However, the idea was sound.

But why does it only apply to the big banks? Aren’t there other areas of public life that are too big to fail? And isn’t public education one of them – perhaps the biggest one?

Heck! Unlike the banks, our schools did nothing to deserve these wholesale closures. In fact, they’ve done an amazing job with the few crumbs we force them to subsist on.

Moreover, the result of letting them shut down would be just as catastrophic for our nation as a banking collapse. Maybe more so.

If our schools fail, we won’t have educated citizens. Future generations won’t be qualified for any but the most menial of jobs. They won’t be able to navigate the media, commerce, politics, science or any domain of civic responsibility.

Without our schools, we’ll calcify the economic structure. The rich will stay rich, the poor will stay poor and there will be next to no social mobility. Our country will exist as a neo-feudal state and most of us will be relegated to little more than serfs.

Is it too cynical to suggest that this is exactly why we haven’t bailed out our schools? The overwhelming majority of our nation’s wealth is held by only 1% of the population. Disinvesting in public education is exactly the kind of thing that would ensure the status quo is maintained or perhaps even tilted further in the favor of the super rich.

Any sane society, wouldn’t let this happen. If we don’t want this nightmare scenario, it’s time to bail out our schools.

Seriously. The federal government should step in.

Provide a huge influx of cash to the poorest schools so every institution of learning can count on adequate, equitable, sustainable funding. Stop judging them based on high stakes test scores. Stop sabotaging them with social schemes like Common Core. Let the experts – the teachers – actually run their own buildings.

This is what almost every other major country in the world does. Funding is federal. Policy is local. Get with the times, America!

And you can pay for it by enacting a fair tax plan. Worldwide, American companies keep 60 percent of their cash overseas and untaxed. That’s about $1.7 trillion annually. Imagine what that kind of revenue could do for our public schools!

Imagine if we taxed risky Wall Street speculation. Imagine if we made the super rich pay their fair share with tax rates similar to those we had when our national economy was at its best – the 1950s and ‘60s.

You want to make America great again? This would do it? You champion personal responsibility? This is what responsible government would do.

After all, what’s the purpose of government if not to create a level playing field for the next generation?

Call it a bail out, if you want. Or more accurately call it being answerable to the future, taking charge, rising to meet our duties, true accountability.

Stop closing public schools. Save them.

Does Bernie Sanders Offer Education Advocates Enough? Are We Feelin’ the Bern or Just Feelin’ Burned?

You probably didn’t hear about this on the news.

To my knowledge no one covered it on TV, the newspaper or even on the blogosphere.

But Bernie Sanders may have made a reply to his Democratic Primary rival Hillary Clinton’s gaffe about closing public schools.

“I wouldn’t keep any school open that wasn’t doing a better than average job,” Clinton said at a campaign stop in Iowa on Dec. 22.

The media took this to mean Clinton is in favor of closing half the schools in the country. The comment has been much debated with calls for context and explanation by the Clinton campaign.

However, very quietly on Dec. 24, Sanders tweeted, “We should not be firing teachers. We should be hiring teachers. School teachers and educators are real American heroes.”

The @BernieSanders twitter account has more than 1 million followers, a little less than the @SenSanders account. But it does appear to be affiliated with the Bernie Sanders presidential campaign. If Sanders, himself, posted the tweet is unclear. The candidate used the same account to live tweet the Republican debates so he – at least sometimes – is personally responsible for the material that comes out of there.

Moreover, the comment can be connected directly to something he said on C-SPAN at a campaign stop in Cleveland, OH, on Nov. 16 – before Clinton’s gaffe. In a larger speech that touched on numerous issues he said, “We should not be firing teachers and childcare workers, we should be hiring teachers.” The line about teachers being American heroes is new.

So I think it’s fair to say that the sentiment is, in fact, Bernie’s. It’s only the timing that is in question.

Is this tweet an attempt to distinguish himself from Clinton? Is this his way of saying that he’s NOT interested in closing schools and firing teachers – instead he wants to invest in education and hire more educators?

Maybe.

It sure would be nice if he’d come out and tell us. Frankly, I’m getting tired of having to read the tea leaves to get a glimpse of Bernie’s K-12 education policy.

Don’t get me wrong. I love the guy.

He’s been one of my favorite politicians for years. As a U.S. Senator, he’s consistently worked against economic and social inequality for decades. He’s been a fearless critic of Wall Street and privatization, an advocate for single payer healthcare and fighting global climate change.

He champions historic investments in preschool and college – even vowing to make post secondary tuition free. But somehow when it comes to K-12 schools, he’s got very little to say.

Most notably, he voted against No Child Left Behind (NCLB) – the devastating schools bill passed with bipartisan support during the George W. Bush years. However, he also voted in favor of the Charter School Expansion Act of 1998 which further opened the nation’s piggy bank to for-profit school privatizers. He also opposed a bill in early 2015 that would have prohibited the federal government from imposing the terrible Common Core standards on the nation’s schools.

On the campaign trail, when asked about his stance on K-12 schools, Sanders has boasted he would end NCLB. That was just accomplished by Congress through a reauthorization of the bill now called the Every Student Succeeds Act (ESSA). As a member of the Health, Education, Labor and Pensions (HELP) Committee, Sanders was an active participant in that process.

When this legislation was still in the Senate, he – along with almost all Democrats – voted for a failed amendment that would have continued most of the worst aspects of NCLB. The bill eventually passed the chamber in a potentially more palatable form. Sanders eventually voted for that Senate version but was conspicuously absent from the final vote.

Though keeping a busy campaign schedule, Sanders is known for returning to Washington to vote for important legislation. He does this much more than most of the other sitting Congressional Presidential candidates.

So why was he absent for the final vote on the ESSA? Was that done on purpose, and if so why? Could it be an attempt to distance himself from this legislation? Or is it an attempt at plausible deniability – a way of justifying both his approval and disapproval of the same legislation?

Sanders hasn’t said much.

This puts would-be-supporters in an uncomfortable position. We like what Sanders has to say about the economy and poverty, but we have little to go on when it comes to K-12 education. Certainly if Sanders was elected President and came through with all of his other promises, that would help our public schools tremendously. And since Sanders has been fighting for these things his entire lengthy political career, it’s hard to doubt his sincerity. But why not include education as part of this platform? It seems to fit perfectly with everything else he believes.

On the other hand, there’s Clinton. She is making a real effort to clarify her education positions. In fact, last week’s gaffe was part of a much larger policy speech on K-12 schools. Sander’s reply – though better stated – was a one off. It was a sound-byte. It was an applause line. It didn’t have much substance behind it.

How are we to take it? Would Sanders hire more teachers as part of a nationwide education equity policy? If so, what exactly is that policy? Or is he – like Clinton – in favor of closing some struggling schools?

Certainly Clinton has a credibility problem. One of her first actions on the public scene as the First Lady of Arkansas in 1983 was to fight against the state teachers union to enact accountability-based school reform. Many of the billionaires and shady think tanks that are working so hard to destroy public schools have donated heavily to her campaign. Her endorsement by both major teachers unions – the National Education Association and American Federation of Teachers – were allegedly the result of leadership and not rank and file members.

But unlike Sanders, Clinton actually seems to care about getting the education vote. She is actively fighting for our advocacy. Bernie doesn’t seem to think he needs us.

The Democratic Primaries are about two months away. If Sanders is going to make a play for teachers, parents, students and education advocates, he still has a chance. But time is running out.

Personally I’d rather vote for him, and maybe I will. But if he finally came out swinging, if he actually made me feel like he’d strip away the high stakes testing, unproven or failing policies and put teachers in the drivers seat – he could get so much more.

There are tens of thousands of teachers and advocates standing on the sidelines looking to Bernie. If he gave us a major policy speech, he’d find his campaign offices flooded with new volunteers. Educators would take to the streets and phone banks. We’d lead the charge. We could help turn the tide in a Democratic primary where the margin of victory could well be razor thin.

We’re out there, Bernie. Just say the word and we’ll come running.

We want to Feel the Bern, but you’ve got to turn up the heat!

I Doubt Hillary Clinton Plans to Close Half of All Public Schools – But She Does Want to Close Some

The above comments have caused a tremendous stir in the media lately.

Hillary Clinton wants to close half of all public schools!? She wants to shutter all public houses of learning that are average or below average!?

The Federalist even did some quick math and decided this means Clinton would shutter 50,000 schools. They even put that number in the headline of their article!

But hold your horses, media backlash.

I’m not really a Hillary supporter, but this has gotten a little out of hand.

Maybe I’m being too generous here, but I’m going to assume that Clinton may be a lot of things, but stupid isn’t one of them.

She made a gaffe. She said something that doesn’t make much sense mathematically. Close all schools below average? Average means 50%. That’s half of all schools.

It was a blunder, a mistake, a foot-in-the-mouth moment.

I can believe a lot about Clinton, but not that her education policy includes shuttering half of our nation’s schools.

However, don’t take my word for it. Seriously! Ask her. She should clarify what she meant. But give her a chance to do so. Don’t mob her just looking to trip her up.

I doubt I’ll vote for Hillary in the primary, but she deserves a certain modicum of respect. She is an impressive person. She’s accomplished a heck of a lot in her life under some pretty intense circumstances.

As a college student in the 1960s, she volunteered to teach reading to children in poor Boston neighborhoods. She fought to ensure voting access for African Americans and even worked at an alternative newspaper in the black community. As First Lady and in Congress, she pushed for universal pre-kindergarten, arts education, after-school tutoring, smaller class sizes and the rights of families.

And in 2008 she ran an impressive – if ultimately unsuccessful – campaign for President.

As one of the most prominent women in the nation, she’s made some enemies.

Remember that Benghazi nonsense! Conservatives have been out for her blood because an American diplomatic compound in Libya was attacked in 2012 while Clinton was Secretary of State. They’ve trumped up a crazy amount of lies and innuendo that she was somehow responsible when it was the Republican-controlled Congress that voted to reduce security at these installations.

Heck! Michael Bay has a hatched job movie coming out during this election season just to wound Clinton’s current bid for president!

So give the woman some credit. She’s proven she’s a serious-minded, intelligent and capable politician.

However, like every human being she misspeaks from time-to-time. George W. Bush couldn’t open his mouth without English teachers and grammarians hiding under the sofa.

I think this explains much of what she said in Iowa trying to consolidate votes for the first Democratic primary on Feb. 1, 2016.

It explains much – but not all.

Clinton may have fudged her math momentarily forgetting that 50% of all schools are – and always will be – below average. If tomorrow every school in the country provided the greatest education the world has ever seen, half of them would still be below average. That’s what average means.

What bothers me is that Clinton thinks we should be closing schools at all.

That’s not a slip. That’s not a blunder or a miscalculation.

She really seems to believe you can improve public education by closing schools. And THAT is much more dangerous than any nonsense about her going on a nationwide school shuttering spree – something of which she would not, by the way, even have the power to do as President.

This idea that we can close schools to improve education is one of the founding principles of corporate education reform. And it’s demonstrably untrue.

Never has a school ever been improved by being closed. Student academic outcomes do not increase when children are displaced. In fact, they suffer.

If schools are struggling, a sensible strategy would be to find out what’s wrong. What is the reason kids are having trouble reaching academic success?

Spoiler Alert: nine times out of ten the problem is disinvestment. The school doesn’t have adequate resources to meet students’ needs.
More than half of our nation’s public school children live in poverty. Their schools don’t get equitable funding with districts that serve the rich. Moreover, privatization, charterization, increased efforts at vouchers, tax breaks and school choice have segregated our schools to such a degree that these problems disproportionately affect our students of color to a much larger degree than white children.

THAT is the problem with American education. It’s been proven time and again in study after study. Yet corporate education reformers like Michelle Rhee, Campbell Brown, Bill Gates, and Andrew Cuomo continue to ignore the facts in favor of simply closing more schools. In his time as Mayor, Rahm Emanuel has closed 50 Chicago schools46 of which serve mostly black and brown students. And he’s a close Clinton friend.

It is no accident that so many of these corporatists are Democrats. The entire neoliberal wing of the party is sick with these sorts of conservative policies. And Clinton can be connected with many of them.

Since getting the support of the American Federation of Teachers (AFT) and National Education Association (NEA), Clinton’s tried to distance herself from her disaster capitalist buddies. But it isn’t working.

On the one hand, she criticized charter schools for ignoring the most difficult students. On the other, she still champions keeping privatized education in the mix.

On one hand, she thinks there should be a federal investigation of the Chicago Police Department for civil rights abuses. On the other hand, she thinks Rahm is doing a heck-of-a job.

I am deeply troubled that Clinton seems to think we can close our way to academic success. She should know better than that by now. Everyone should. It is absolutely unacceptable that any candidate with such teacher support should hold these views. Quite frankly, it’s a deal breaker.

The ball’s in your court, Hillary. You need to explain what you meant by your Iowa comments.

I admire Clinton’s bravery for actually talking about K-12 education – something her rival Bernie Sanders seems much less inclined to do. However, we all know Clinton’s endorsements by the AFT and NEA don’t represent the views of the rank-and-file. These were top down decisions made without much member input. If Hillary wants those endorsements to translate into votes, she’d better do some serious convincing.

Otherwise it won’t be schools that are shuttered. It will be her campaign.

Puerto Rico Teachers Plan One-Day Strike to Protest Corporate Education Reform

The ocean is a gorgeous cerulean blue. Palm trees wave gently in the salty breeze. And in the distance you can hear percussion, horns and singing.

The protest has begun.

Residents of this United States territory have been fighting freshman Governor Alejandro García Padilla’s efforts to close public schools, privatize those left and shackle teachers to the same corporate education reform schemes that are crippling schools on the mainland.

This Tuesday island educators are asking parents not to send their children to school. Teachers plan to conduct a one-day strike to protest legislation that could be passed the same day to further cripple the Commonwealth’s public education system.

“On November 17th we’ll be giving our lesson’s outside our classrooms,” says Mercedes Martinez, president of the Federación de Maestros de Puerto Rico, the teachers union.

“We’ll be in front of our schools early in the morning and at 10:00 a.m. will march from Congress to the Governor’s Mansion in San Juan. This is one of many activities that we’ll perform in defense of public education. We will not accept these precarious impositions and will fight back.”

The protest is in response to Project 1456 which would close more than 380 public schools. The government has already closed 150 schools in the past 5 years.

This would force many students into even more overcrowded classrooms. Thousands of children would have to be relocated to schools far from their homes.

But that’s not all.

The proposed legislation would also privatize 15% of those schools left standing. Unlike the mainland, Puerto Rico has no charter schools. Teachers went on a 10-day strike in 2008 which only ended after the island Secretary of Education Rafael Aragunde signed an agreement promising not to open any charters.

If privatized schools opened on the island, parents might have to pay an additional fee for services they now enjoy for free. Amenities like lunches and even tuition may have to be subsidized by parents out of pocket.

Moreover, it would collapse the teachers retirement system, Martinez says. Charter schools would not deduct employees payments to the pension system so it might not be able to remain solvent.

Project 1456 would harm teachers in another way, too. It would enact a punitive evaluation system where 20% of educators value would be based on students standardized test scores. Any teacher with a 79% or less would have two years to improve or be fired.

“Teachers will have no rights,” Martinez says.

The proposed legislation has already been approved by the Commonwealth Senate. It’s main author Sen. Eduardo Bhatia is pushing for the House to fast track it for approval.

Discussions began in the House last week.

Protesters were there on Wednesday. They stood up in the government chamber and walked out en mass when it was brought up for discussion. Eighteen of them wore white T-shirts spelling out the message “Our Schools Are Not For Sale.”

Inside the House, presidents of private universities testified in favor of the measure.

“Obviously they want to become administrators of charter schools on our island,” Martinez says.

Outside the building, protesters held their own emblematic hearing on the matter. Community members, teachers and parents testified in the open air about how this legislation would hurt children. They ended with a symbolic vote against it.

Puerto Ricans are not alone in this fight.

Jitu Brown, a community organizer from Chicago and Director of Journey for Justice Alliance traveled there to stand in solidarity with those fighting for their schools. Brown participated in a 34-day hunger strike in his hometown a month ago to protest Mayor Rahm Emanuel’s plan to close the last open enrollment school in his neighborhood.

“This beautiful, breathtaking place is marred by ugly U.S colonialism and privatization of public services on steroids!” says Brown of Puerto Rico.

“I was blessed to spend time with powerful people fighting for a better world. Big ups to your warrior spirit, discipline and hospitality! Where we struggle, we can win! If we don’t struggle, we are guaranteed to lose.”

The plight of Puerto Rican communities also inspired support from the Badass Teachers Association, a group of more than 56,000 educators, parents, students and activists.

“The Badass Teachers Association stands in strong solidarity with our brothers and sisters in Puerto Rico who are fighting for the very foundation of their democracy – the survival of their public school system which is under assault by the 1% who seek to close it up and deny Puerto Rican children a right to an education,” says Executive Director Marla Kilfoyle.

Protesters are getting the word out. They’ve already handed out thousands of fliers. Today they plan to drive in a large caravan across the island.

“We’ve got a bunch of cars with sound equipment,” Martinez says.

“We will go to all the communities near our schools in different regions asking parents to support the strike on the 17th.”

Much of the the island’s financial woes are imported from the mainland. Puerto Rico is besieged by vulture capitalists encouraging damaging rewrites to the tax code while buying and selling the territory’s debt.

Hundreds of American private equity moguls and entrepreneurs are using the Commonwealth as a tax haven.

As a result, tax revenues to fund public goods like education are drying up while the super rich rake in profits.

Officials warn the government may be out of money to pay its bills by as early as 2016. Over the next five years, it may have to close nearly 600 more schools – almost half of the remaining facilities!

“That’s why the Teacher’s Federation and other teacher unions allied together to fight back against the attack on our education system,” Martinez says.

“As you can see, we’ve been busy.”

If Project 1456 is passed by the House, the union is considering a general strike.

Of the 135 schools closed in just the last two years, Commonwealth Secretary of Education Rafael Román had originally proposed shuttering 200. The remaining 65 were only kept alive because communities occupied the buildings and refused to let the government step in.

Protesters stormed the Senate in October when Bhatia first introduced Project 1456.

“Senators decided to approve it without discussion because they did not want to listen to teachers chants and indignation,” says Martinez.

“Senator Bhatia has become the symbol for privatization under this administration. He has never been in a public School. He has no bond with it. He’s a demagogue.”
